State capture is a type of systemic political corruption in which private interests significantly influence a state's decision-making processes to their own advantage.

In The Incredibles, governments compelled superheroes to hide their powers and return to 'normal' lives. In rare cases, some superheroes elected to do vigilante work. In The Avengers, superheroes were under the control of the Sokovia Accords, which allowed superheroes to continue to exist, but under the directive of the United Nations. 

For the purposes of this round, non-state solutions are solutions which actively circumvent state apparatuses wherever possible. (e.g. 2nd wave feminists funding the pill, the Black Panthers doing school breakfast and lunches, modern day mutual aid and bail funds, etc)

The principle of proportionality asserts that an act of war is just if and only if the harm caused by it is proportionate to the harm intended to be inflicted by the opposing warring party.
